In a small bowl, stir together mayonnaise, minced garlic, a pinch of salt, and black pepper. Mix until smooth. Set this bowl aside near your stove for later.
Freezing the steak for about fifteen minutes makes it easier to cut into thin strips. Use a sharp knife to cut against the grain into pieces as thin as a nickel.
Heat one tablespoon of olive oil in a large skillet over medium heat. Add sliced green pepper and onion. Cook for about six minutes, stirring occasionally, until they are soft and lightly browned. Move them to a plate.
In the same skillet, add the remaining olive oil and butter. Once the butter melts, add the sliced beef in a single layer. Season with salt, pepper, and Worcestershire sauce. Cook for three to four minutes, breaking up any larger pieces, until the beef is brown and juicy.
Lower the heat slightly. Place cheese slices on top of the cooked beef. Cover the skillet with a lid for about one minute to let the cheese melt.
While the cheese melts, slice open your hoagie rolls and spread a thin layer of the garlic mix inside each one. Toast them in a dry pan or under the broiler for one to two minutes. Watch carefully so they turn golden without burning.
Scoop the cheesy beef mixture into each toasted roll. Top with the cooked peppers and onions. Press down gently, slice in half, and serve immediately while it is warm and cheesy.
